This study does not aim to explain how neo-liberalism became so globally dominant in this period, how it came to have a power which was as “compelling” as it was “intangible” (Peck and Tickell 2002, 34). This is, rather, the backdrop to a study that seeks to explore how neo-liberalism was reproduced in the particularly symbolic context of the reunified Berlin. After decades of isolation Berlin was thrust back into the global economy. Berlin required a new image, a new self-identity, as well as more concrete means by which the city could be brought together.

Perhaps surprisingly, however, its roots are German. Although widely believed to have been coined by the American economist Peter Drucker in the late 1960s, it has been revealed that a form of the term was first in use in Germany between the 1930s and 1950s (Bel 2006, 192). Privatisierung emerged as an academic term to describe the Nazi economic policy of transferring some of the state’s monopolies to the private sector. One objective of the policy was to consolidate support for the regime amongst the business elite.

Facts’ are shown to be influenced by normative assumptions and strategies of action. Experts are highlighted as being central to the production of facts in politics.
