The shortcomings of peer review have been highlighted (Wager and Jefferson, 2001) and criticisms levelled on a number of fronts (Smith, 2006, 2010a): about its quality and fairness, that it is open to abuse and bias, that it is expensive, slow and lacks consistency, and that it is conservative.

One of the reasons some journals may be finding it harder to find reviewers is that there is currently an imbalance between where submissions are coming from and who is doing the reviewing. For example, the USA is producing about 20 per cent of papers globally but conducting about 32 per cent of the reviews, whereas China is producing about 12–15 per cent of the papers but probably doing only 4–5 per cent of the reviewing (Elsevier, 2011a). This is believed to be a temporary, transitionary situation, and likely to become better balanced as young researchers in the newly emerging scientific nations become more established and experienced in peer reviewing.
